About the Role:

The Electronic Health Record and Practice Management Program Manager demonstrates a high level of technical competency with primary responsibility for an integrated electronic health records and practice management system. Demonstrates business acumen, balancing the ability to manage business and technical details with the need to understand the clinical operations and facilitate effective use of the system. The Program Manager works with agency leadership to set and carry out a strategy to promote effective EHR functionality. The Program Manager maintains responsibility for the implementation and support of agency-wide standardization, utilization, integration, and optimization activities related to EHR (and MU and tools). Stakeholder relationship and expectation management are critical to the success of this role. The Program Manager serves as the primary resource to advocate for the benefits of EHR technology. This will require working closely in collaboration with appropriate staff to assist in driving the clinical workflow and process changes. The role requires an understanding of a wide range of health care activities and demands across primary care, behavioral health, and population health settings. The Program Manager must exhibit excellent verbal and written communication skills. This role functions with a high level of independence. The Program Manager must possess excellent project management (PM) capabilities. The Program Manager must be effective at scope management and project portfolio-level understanding, including how specific initiatives support the goals of the entire organization. Responsibilities include preparing detailed specifications. The Program Manager will be involved with, and may lead, competitive selection processes and will be responsible for vendor and associated contract management. A solid understanding of defining Statements of Work and Service Level Agreements will be needed for this role, as well as the ability to manage to same. Must be able to assess risk and prioritize continually. The Program Manager must obtain and display a solid understanding of the business functions they are responsible for supporting. This role may have duties instructing, directing and reviewing the quality of the work completed by other personnel. The Program Manager must have the ability to mentor, coach and train team members, colleagues and customers as needed. This individual must work proactively to anticipate stakeholder needs and ensure service delivery and must possess a solid understanding of applicable security and privacy considerations and regulations. This is a fast-paced work environment with competing priorities and aggressive deadlines. The Program Manager must be creative at develop and implement solutions to meet stakeholder needs while avoiding project and service disruption.

Education, Qualifications, and Certification:

  • Minimum of seven years of experience, demonstrating progressive responsibility related to work in a larger multi-specialty integrated electronic health record application management or implementation management, health information systems, or system analysis. This should include at least three years of experience in project management and change management.
  • Completion of Bachelor’s degree preferred from a recognized college or university with relevant course work or equivalent work experience.
  • Healthcare and public sector experience preferred.
  • NextGen system experience preferred
  • Project Management Institute designation desirable.
  • Successful completion of applicable on-the-job technical, professional and interpersonal training.
